More heavy rains threaten the Philippines even as parts of Luzon have yet to recover from floods brought by enhanced southwest monsoon rains.
This, as the low pressure area seen east of Dinagat Islands developed into a tropical depression named “Nando,” state weather bureau Pagasa said in its 11:30 a.m. update Sunday.
